In a bowl, whisk the cocoa, sugar, and cornstarch to remove clumps. Add all the ingredients into a small saucepan.
Turn the heat to medium and bring the chocolate milk to a boil while whisking.
Turn the heat to low and simmer for a few minutes, while still whisking, until the chocolate turns into the desired thickness. The longer it simmers, the thicker it will be.
Turn off the heat and transfer the hot chocolate into a mug or cappuccino cup and serve immediately.

You can make the base with dark chocolate chips, cocoa, sugar, and cornstarch in large quantities (use the toggle in the recipe card to multiply it) and store it in a jar. It's a perfect edible gift for Christmas or a perfect treat on cold, snowy days. For ½ cup + 1 tablespoon of milk, you'd use about 5 tablespoons of the cocoa mix.
